The default Theme name is called 'Windows'. that by sliding the toggle to OFF removes the High Contrast settings. As a result this would be the first thing I would check, i.e. it causes dozens of changes within the registry. Using the High Contrast toggle button ( Settings > Ease of Access > High contrast > Use high contrast) isn't just a simple switch.
